The People's Party II was founded by Chairman Carl Hampton in the Spring of 1970 and followed the ideology of the Black Panther Party. When Carl wanted to open a chapter in Houston, but he was told they were under heavy surveillance and wanted to restrict their movement. Carl decided to name the Houston Chapter The People's Party II, second after the BPP.

The Houston chapter helped build their Houston community. Some of the programs they created were: Free Breakfast, Sickle Cell Testing, Free Health Clinics, and Pest Control Services. Chairman Carl Hampton was a bright, strong, charismatic leader that many city officials deemed a threat. July 17th was the start of a ten-day stand-off between HPD and the PPII which ended in the death of 21 year old Carl Hampton.
